It said it was sticking to a shareholders’ rights plan that had led its project partner to go to arbitration. The plan, adopted by Ivanhoe’s board in April, could make it difficult for Rio to take a majority stake in Ivanhoe, which is developing Oyu Tolgoi, a huge deposit of copper and gold slated to start production in 2013.

Rio Tinto, which owns 29.6 per cent of Ivanhoe, claimed in an arbitration filing last month that the plan breached its rights under a 2006 private placement agreement between the two companies.

“It is Ivanhoe Mines’ view that nothing in the private placement agreement prohibits Ivanhoe Mines from implementing a shareholders’ rights plan and that nothing in the shareholders’ rights plan breaches any of Rio Tinto’s existing contractual rights under the private placement agreement, as amended,” the company said.

The Minister of Finance and Development Planning, Kenneth Matambo on August 9, 2010 met with a delegation of Members of Parliament from Mongolia who are in Botswana to learn how the country has successfully managed revenues from minerals.

The delegation consists of MPs who are members of the Budget Standing Committee of Parliament and their interest is in minerals as well as fiscal policy. Botswana has been selected together with Norway and Chile from which to benchmark.

When briefing the delegation of Mongolian MPs, Matambo told them that at independence in 1966, Botswana was one of the 25 poorest countries in the world and depended on grants from the United Kingdom to finance the government budget.

It’s no secret Ivanhoe (NYSE:IVN) is looking for even more financing for its Oyu Tolgoi mine in Mongolia, and Ivanhoe Chairman Robert Friedland has been seen a lot in the news lately letting people know about the incredible project they have in Oyu.

He’s been making some interesting comments a la Richard Branson to get the Ivanhoe brand stuck in the minds of potential investors.

Even though he was joking, and in reality probably marketing, Friedland made a comment which made the Oyu Tolgoi mine look like it was valued at trillions of dollars, rather than the approximate $16 billion it is known to be worth.

He also mentioned copper outperforming gold recently, citing the dubious claim that 20 years from now cars are going to be electric, and those cars will need copper for the batteries. That was the hook though, the reality is copper will continue to be in high demand over the next 20 years, and that will have nothing to do with electric cars.

Confusion surrounding reports about Ivanhoe Mines Ltd’s colossal joint venture with Rio Tinto Ltd in Mongolia has sent ripples throughout the global financial community, Ivanhoe says.

Many reporters at the Diggers and Dealers mining conference in Kalgoorlie, Western Australia on Wednesday suffered what is being referred to among journalists as a “Barnaby Joyce moment”.

They substantially misquoted a figure related to Ivanhoe’s Oyu Tolgoi gold and copper mine.

Mr Joyce, the leader of The Nationals party in the Senate, recently copped flak for confusing his millions with billions.

But Wednesday’s blunder saw “billions” substituted with “trillions”.

The mining promoter extraordinaire Robert Friedland was at his uber-cool best at last week’s Diggers & Dealers bash in Kalgoorlie, dispensing insights on the world of metals like he was reading them off a box of Corn Flakes.

Friedland is noted for being first among the miners to call the rise and rise of metals demand from China on its urbanisation and industrialisation boom. So when he talks, people listen.

He is the boss at the Canadian company Ivanhoe (owned 23 per cent by Friedland and 29 per cent by Rio Tinto). Ivanhoe owns 66 per cent of the world’s next great copper mine with associated gold output, the Oyu Tolgoi project in Mongolia’s Gobi desert, with the government holding the rest.

From all that you would expect him to bullish on the outlook for copper. He is a major bull.

Friedland pointed out that the while the world mined 585 million tonnes of copper metal from 1900 to 2008, it will need to mine 600 million tonnes of copper in the next 20 years alone, assuming 3 per cent global economic growth.

Ivanhoe Mines Ltd., developing the Oyu Tolgoi mine in Mongolia with Rio Tinto Group, said copper will outperform gold because of Chinese demand and the nascent electric car industry.

“We need more copper in the next 20 years than was mined in the last 110 years,” Ivanhoe Chairman Robert Friedland said today at the Diggers and Dealers conference in Kalgoorlie, Western Australia. “Those of us in the business don’t have any idea where this metal is going to come from.”

WHEN Robert Friedland last appeared at Diggers & Dealers he was asked whether he would mind speaking to the media after his presentation.

That was two years ago and he was asked politely.

“Why would I want to talk to that bunch of c. . .s,” was his reply, according to Diggers organisers.

And so it was unsurprising yesterday when the brash Canadian billionaire mining entrepreneur slipped the media net within seconds of finishing his 30-minute speech, escaping through a rear door and probably headed straight to Kalgoorlie airport, where his private jet was ready to whisk him away.

No one was quite sure how he did it, but one organiser wondered whether he had climbed down a drainpipe to make his rapid getaway. The legendary Ivanhoe Mines chairman was certainly in no mood to talk about his company’s soured relationship with Rio Tinto in the massive $US4 billion ($4.3bn) Oyu Tolgoi copper and gold project in Mongolia.

Commodities were booming as the growth story in the East continued to plough ahead – and the uranium price was no different. Uranium soared to $136 a pound from less than $10 between 2000 and 2007.

Then reality set in. The credit crunch caused an unwinding of the global economy and the uranium spot price plunged. It currently sits at $41.75. The price has collapsed by 69pc in a three-year bear market e_SEnD but speculation is mounting that China may be about to tip sentiment in the favour of bulls.

Talk has emerged of unprecedented levels of uranium buying from China. The canny Chinese have been buying stockpiles of a number of commodities while prices are low and it looks like they could have focused their sights on uranium.

Major U.S. engineering and construction group, Fluor Corporation, has announced that it has reached an agreement with Ivanhoe Mines to move forward with full-scale work at the latter’s Oyu Tolgoi gold and copper mine development project in southern Mongolia. Fluor’s scope of work will include overall program management (PM) as well as engineering, procurement and construction management (EPCM) for select portions of the construction of the huge mining complex, which will work one of the world’s largest known copper- gold deposits. As a result, Fluor has booked approximately $1 billion into backlog for the project during the second quarter of 2010.

Beginning in late 2005 Fluor has already carried out a strategic planning review of the integrated development plan (IDP-05) for the Oyu Tolgoi project including a strategic assessment of the concentrator facilities development. Since completion of that work, Fluor has continued to be involved in the project providing site support services and preliminary engineering in preparation for the commencement of full-scale construction. Now, with a definitive agreement in place, Fluor will be in charge of overall PM as well as EPCM-related services for the ore processing plant and mine-related infrastructure such as roads, water supply, a permanent airport and administration buildings.

Ivanhoe Mines executive chairperson Robert Friedland isn’t one to shy away from a fight.

He’s been involved in various lawsuits, and has personally written angry letters to major news publications regarding their coverage of the Canadian junior, which owns the prized Oyu Tolgoi project in Mongolia.

Now, Friedland’s come to blows with Ivanhoe’s biggest shareholder, Rio Tinto – the third biggest miner globally.

The dispute arose a week ago, when Rio Tinto said it was taking the Vancouver-based firm to arbitration over its implementation of a shareholder rights plan, which basically prevents the UK major from buying shares in the open market over and above what the two companies agreed on back in 2006, after the standstill period ends in October next year.

To do so, under the shareholder rights plan, Rio Tinto would have to make an offer to all shareholders. It already owns 29% of Ivanhoe, and still has the option to take up additional shares and convert a $350-million loan that would see it holding 44% of the company.

The world of mining finance is watching how a deposit rediscovery, leading to a USD 4.6bn mine build, financed by others, can potentially create billions of dollars worth of gains for the “finders” of the rediscovery. That seems to be the lesson from Mongolia’s Oyu Tolgoi, in a saga that can be traced to 27 October 2006, when transnational miner Rio Tinto completed a first private placement with a cash-strapped Ivanhoe Mines.

Now the two parties are in something of a row. Rio Tinto announced on Monday this week that it had told Ivanhoe that it’s taking to arbitration Ivanhoe’s “breaches of the private placement agreement caused” by Ivanhoe’s adoption of a shareholders rights plan on 5 April.

Ivanhoe reacted – in part – by declaring that it has “exercised its contractual right and given 60 days advance notice to Rio Tinto of a forthcoming change in the agreement governing Rio Tinto’s investment in Ivanhoe Mines”. That, in short, means termination of a covenant that’s restricted Ivanhoe’s ability to issue shares to “strategic investors”.

A dispute between Rio Tinto and Canada’s Ivanhoe Mines over a Mongolian copper and gold mine escalated on Wednesday when the Vancouver-based company suggested it was opening the door to “third-party strategic investors”.

Ivanhoe said its board voted on Tuesday to terminate a clause in a 2006 pact between the two companies that prevents Ivanhoe from issuing more than 5 per cent of its shares to third parties.

The move means Rio, the financier of the Mongolian mine at Oyu Tolgoi near the Chinese border, faces the threat of dilution of its holding in Ivanhoe or the possibility that another miner may gain a foothold on the project. Rio said it was “very confident of its existing rights under the private placement agreement with Ivanhoe [from 2006]”. However, on Monday, the Anglo-Australian miner launched arbitration against Ivanhoe over an earlier complaint.
